PDF handler switching

PDF handler switching allows the ability to change the specified default PDF viewer through the Adobe Acrobat user interface. The default PDF reader can still be changed by operating system provided mechanisms. Not Configured and Enabled have the same behavior of allowing the user to change the default PDF viewer through the Adobe Acrobat user interface. Users can change the value when it is set to Not Configured.
