Enable support for TLS 1.2 only

Enabling this policy will configure WinHTTP to support only TLS 1.2 for applications based on WinHTTP that specify the WINHTTP_OPTION_SECURE_PROTOCOLS flag. Disabling this policy will remove the DefaultSecureProtocols value, and restore the default behavior of WinHTTP. NOTE: for Windows 7, Windows Server 2008 R2, Windows Server 2012 and Windows 8 Embedded, you need to install the KB3140245 update before enabling this policy.
