Enable Memory Saver for WebView recycle behavior.
Download ADMXDefault policy is enabled. If this policy is enabled, the client will apply Memory Saver behavior, and recycle level can be controlled by zPolicy_MemorySaverOptimization. If this policy is disabled, the client will not apply Memory Saver optimization behavior. If this policy is not set, client will use the default setting.
